The head decides the sound and the bar decides the head. Yarn and cord heads give a soft attack and suit wooden xylophone bars and general classroom use. Rubber heads come soft, medium and hard, and are the usual choice for metallophones, where a hard head produces a harsh clang. Felt is for timpani. Bare wood is bright and hard, used on glockenspiels and wood blocks where you want the attack to be part of the sound.

Weight matters as much as material. A bass instrument needs a heavier mallet to make the bar speak at all, and a soprano glockenspiel needs a light one or the note is all impact and no tone. That is why mallets are sold sized by range rather than one pair fitting everything.
